Peninsula Emergency Measures Organization (PEMO)  provides Emergency Support Services (ESS), Ground Search and Rescue (GSAR), Neighbourhood Emergency Preparedness Programme (NEPP) and disaster communications (Comms) to the three municipalities Sidney, Central Saanich and North Saanich located on the Saanich Peninsula north of Victoria, BC, Canada.

Each municipality has an Emergency Operations Centre (EOC) with a radio room co-located.  Comms mission in a disaster is to maintain communications to our local provincial regional emergency operations centre (PREOC) or its alternate plus communications within our local area.  Our radio room can provide VHF, UHF and HF voice communications, VHF and UHF packet communications and HF Pactor communications.  In addition each radio room has an MSAT satellite communications capability.  We also have a bus (see the picture) which can provide the same capabilities.  There are two Honda generators mounted on the back of the bus which can provide up to 4000 Watts of power in case of local power failure.  Our group consists of about 12 volunteers, all qualified amateur radio operators, two are electronics engineers, another an electrician, another a retired electronics teacher.

Many of our team, have completed Justice Institute of British Columbia emergency management courses, Introduction to BC Emergency Management System, EOC Level One, EOC Level Two, ICS 100.  Our team leader holds a certificate in Emergency Management from JIBC.
